Overview At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems , Communications and Information Technology, and Performance Management. The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. Responsibilities The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE). Our Business Services Division (BSD) purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL. This position requires onsite work for a minimum of two days per week. When working remotely, PNNL employees are expected to maintain the same standards, requirements, and expectations of staff working onsite. When working remotely, staff should be ready to go onsite at short notice to meet business needs. This Finance & Accounting Professional position is split between the Tax and Insurance and Payroll Tax areas. The primary accountabilities are conformity with local, state, federal and international tax laws in order to ensure legal compliance and avoidance of fines and penalties as well as the protection of assets through proper risk management and insurance. This position will work closely with the Tax team and Payroll team at PNNL, as well as the Corporate Tax team and the Corporate Risk Manager at Battelle Columbus Operations (BCO). Job responsibilities may include: Administer Foreign National staff onboarding and tax compliance processes by reviewing immigration and tax documentation, utilizing FNIS and Tax Navigator to determine tax residency status and treaty eligibility. Work with Payroll staff to ensure accurate Payroll tax withholding, reporting, and compliance with applicable federal, state, and international tax regulations. Administer Tax and Insurance activities to ensure continual accountability and compliance in accordance with applicable IRS regulations and corporate policies. Provides guidance on IRS regulations pertaining to domestic and international tax and insurance guidelines; implements policy; and prepares reporting to remain compliant relative to matters associated with taxes and insurance; including: a) Staying abreast of local, state, federal and international tax laws that may affect PNNL and advise management of potential impacts. b) Projecting, allocating and accruing tax and insurance costs to the proper contracts and allowable and unallowable overhead accounts. c) Reviewing, preparing and paying local, state, federal and international taxes as required. d) Gathering, reporting and reviewing data for federal income tax reporting so full advantage is taken of allowable tax savings. e) Initiating, reviewing and approving all state and local licenses including business licenses, minor work permits, etc. f) Reviewing the adequacy of existing insurance coverages and recommending additional coverages, as needed. g) Review, recommend contractual language regarding indemnification and insurance to ensure risks of accepting proposed work is mitigated. Assist during audit processes and ensure adherence to government procedures, providing support to internal and external auditors, as directed by management. Prepare, review, and validate financial data. Document procedures to ensure compliance with government accounting requirements. Provide advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies, and good business practices. Assist in the adherence to and communication of business policies and procedures, including training and interpretation for the various organizations supported. Support development of solutions to routine problems which require the regular use of ingenuity and creativity. Identify opportunities and risks and make recommendations affecting organizational objectives. Interact with internal and external personnel. Work under guidance and direction from management and senior team members. Seek collaborative opportunities. Qualifications Minimum Qualifications: BS/BA or higher in business or related field Preferred Qualifications: BS/BA in accounting related field. Knowledge of Battelle's PNNL financial systems and processes. High level of team working, interpersonal and communication skills. Experience specific to IRS, Washington State Department of Revenue laws and regulations. Experience specific to Foreign National tax status and eligibility. Knowledge of FAR, DEAR, Cost Accounting Standards and PNNL Charging Guidelines. Demonstrate proficient use of standard office equipment; demonstrate proficient use of MS Office Suite (specifically Excel and Access). Security, Credentialing, and Eligibility Requirements As a national laboratory, PNNL is responsible for adhering to the Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which require new employees to obtain and maintain a HSPD-12 Personal Identify Verification (PIV) Credential. To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation). Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
