Overview At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management. The Operational Systems Directorate (OSD) leads delivery of PNNL’s 10-year, $1.2 billion campus construction portfolio— the single largest construction and modernization effort in the Laboratory’s history. OSD oversees operations and facility services, maintenance, and infrastructure planning. A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL’s assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently. The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio. The Project Integration and Execution (PI&E) Division delivers mission-ready projects from concept inception through readiness and beneficial use in support of the forward-looking PNNL campus strategy, emerging research needs, and the ongoing investments in modernizing and maintaining PNNL’s existing facilities, utilities, and infrastructure. PI&E excels in actualizing projects that maximize safety, functionality, and reliability, while optimizing the efficiency, sustainability, and life-cycle operating costs of PNNL facility and infrastructure capabilities to enable a mission ready world-class research and development campus for the Department of Energy. Responsibilities PNNL seeks a Construction Manager (Level 3) to support construction and integration activities for complex mission projects, including work in and around nuclear and radiological facilities. The ideal candidate brings strong field construction management experience, working knowledge of quality requirements (including NQA-1 concepts as applicable), and the ability to coordinate contractors and stakeholders to execute work safely and efficiently. Responsibilities to include: Working knowledge of quality assurance concepts applied to construction (including NQA-1 principles as required by project scope). Working knowledge of DOE/site requirements such as work control, ISM principles, radiological/industrial safety practices, and conduct of operations (as applicable to assigned work). Ability to coordinate schedules, cost impacts, and change documentation on multidisciplinary projects. Strong communication skills with the ability to coordinate contractors, field crews, and internal stakeholders. Experience supporting turnover packages, punch lists, and as-built documentation. Construction Planning and Execution Plan and direct construction activities from mobilization through project turnover. Develop construction specifications, work control documents, execution strategies and sequencing plans. Coordinate outage planning, shutdowns, tie-ins, and commissioning activities. Ensure work is completed in accordance with approved drawings, specifications, and contract requirements. Field Leadership Lead daily construction activities and coordinate multiple subcontractors. Conduct daily field walkthroughs. Resolve field issues, conflicts, and constructability concerns. Serve as the primary point of contact between project management, engineering, operations, and craft personnel. Safety Leadership Champion PNNL's Integrated Safety Management (ISM) principles. Verify work is performed in accordance with approved work control documents. Participate in hazard analyses, pre-job briefings, and field observations. Exercise stop-work authority when unsafe conditions exist. Promote Human Performance Improvement (HPI) principles and continuous learning. Schedule Management Coordinate construction activities to support the integrated project schedule. Monitor contractor progress against milestones. Identify schedule risks and develop recovery plans. Coordinate with project controls to update Primavera P6 or Microsoft Project schedules. Cost Management Monitor field costs and productivity. Review contractor payment applications. Support change order development and evaluation. Identify cost impacts before they affect project budgets. Quality Assurance Ensure construction complies with: Engineering design documents Applicable building codes DOE requirements Quality Assurance requirements Contract specifications Coordinate inspections, testing, punch lists, and project closeout. Support corrective actions when deficiencies are identified. Contract Administration Interpret contract requirements. Review Requests for Information (RFIs). Review contractor submittals. Evaluate field change requests. Document contractor performance. Stakeholder Coordination Coordinate activities with: Engineering Operations Maintenance Radiological Control Industrial Safety Quality Assurance Procurement Project Controls Facility Management Communicate project status, risks, and construction impacts to leadership. Risk Management Identify construction execution risks. Develop mitigation strategies. Resolve emergent field conditions. Support contingency planning for critical activities. Commissioning and Turnover Coordinate startup and commissioning activities. Verify system testing is complete. Ensure turnover documentation is accurate. Transition of completed systems to Operations and Maintenance. Qualifications Minimum Qualifications: BS/BA and 5+ years of construction leadership experience (e.g., foreman, superintendent, construction/field engineer, construction manager, etc.) -OR- MS/MA or higher and 3+ years of construction leadership experience -OR- Associates degree and 13+ years of construction experience with 10+ years of construction leadership experience -OR- High school diploma/GED and 15+ years construction experience with 10+ years of construction leadership experience Preferred Qualifications: Working knowledge of quality assurance concepts applied to construction (including NQA-1 principles as required by project scope). Working knowledge of DOE/site requirements such as work control, ISM principles, radiological/industrial safety practices, and conduct of operations (as applicable to assigned work). Ability to coordinate schedules, cost impacts, and change documentation on multidisciplinary projects. Strong communication skills with the ability to coordinate contractors, field crews, and internal stakeholders. Experience supporting turnover packages, punch lists, and as-built documentation. Ability to obtain and maintain DOE security clearance and site access. Broad understanding of construction crafts and field practices. Working knowledge of electrical, mechanical, and utility systems. Experience coordinating with union labor and subcontractors. Knowledge of OSHA/WISHA safety standards. Familiarity with ProCore or similar construction management software (submittals, RFIs, daily reports, turnover tracking). Hazardous Working Conditions/Environment On-site presence required at PNNL facilities; occasional travel to project sites and vendor locations. May involve wearing PPE, working in controlled areas, and adhering to radiological and industrial safety procedures. Additional Information This position requires the ability to obtain and maintain a federal security clearance.
