Hanford Tank Waste Operations and Closure (H2C) is seeking a Manager for the Construction Administration organization. This position will be responsible for the management of the Construction Administration team for the planning, development, and implementation of construction projects. Manager will provide resource management, field installation solutions, and facilitates the integration of construction activities with Operations and Maintenance activities. The manager will manage subordinate Construction personnel and/or experienced specialist employees who exercise significant latitude and independence in the implementation of Construction Project work scope. The specific duties and responsibilities of the Manager of Construction Administration include but are not limited to: *Direct an organization of 8 plus personnel in the management and administration of construction work for H2C. *Manage the Construction Procedures, Construction Document Control Process, and Construction BTR procedures and performance documents for the Construction Team. *Manage fixed price and IDIQ contracts with a variety of subcontractors in multiple H2C facilities. *Interface with other H2C organizations (ESH&Q, Procurement, Engineering, Operations) in the preparation, issuance and performance of construction contracts for H2C. *Perform routine field walk downs of constructions sites and interface with subcontractor management. *Manage the pre-construction activities and ensure coordination with deployed and matrix resources. *Define the construction project objectives, background and expectations required for Constructability Review. *Define acquisition planning (contract form/type) for the construction execution. *Ensure that facility/site conditions effecting or potentially impacting (risk) the construction work are defined for the construction planning. *Lead Constructability Review Meeting for assigned construction project/tasks and define gaps and major risk areas. *Authority for early definition of contract needs and development of Statement of Work (SOW) and Request for Proposal (RFP) documentation. *Define risk mitigation plan as required for SOW) closure with Construction Team (CT) as required. *Support Procurement Specialist with pre-bid questions & answers and RFP addendum. *Lead the technical proposal review team. *Resolve contract issues with Procurement Specialist, as required, prior to award of contract. *Notify the Project Manager and Construction Manager in the event that unforeseen issues potentially impact the construction planning or project baseline. *Direct deployed and CT matrix resources implementing pre-construction activities within constraints of approved budget and schedule requirements. *Make decisions independently on engineering problems and methods and represents the department in conferences to resolve important questions and coordinate work. *Plan and conduct work requiring judgment in the independent evaluation, selection and substantial adaptation or modification of standard techniques, procedures and criteria. *Authority to establish the definitive construction management support services resource requirements for construction execution. *Excellent interpersonal and communication skills needed to facilitate project milestones. *Must be able to communicate to peers and management clearly and concisely. *Must take prompt action to accomplish assigned objectives and understand/identify issues and opportunities. *Perform other duties as assigned.
Qualifications
Grade 21: Bachelor's degree (BA/BS) in Construction Management, Project Management or Engineering, or related field; Ten (10) years of related experience, or equivalent combination of education and/or experience. Grade 22: Bachelor's degree (BA/BS) in Construction Management, Project Management or Engineering, or related field; Twelve (12) years of related experience, or equivalent combination of education and/or experience. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Compensation
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
