H2C is looking for an Acquisition Integration Specialist (AIS) in the Procurement Integration department. Serves as connection between the Project Team, Procurement Department, and Subcontractor regarding technical and/or administrative issues after award of contract or agreement and supports verification that work activities are successfully completed per the stated terms and conditions. Contributes to, or initiates and coordinates, the development of Subcontract Statements of Work (SOW) and helps to ensure technical evaluation criteria are included for solicitation. Initiates and develops compliant contract requisitions of varying complexity and all other required/applicable documents. Qualify and perform as a fully competent Acquisition Integration Specialist (AIS) as appropriate to perform assigned duties and responsibilities. This individual will be able to navigate the procurement process to meet project schedules and ensure the Integrated Safety Management System (ISMS) principles are incorporated into the organization's activities. The AIS will serve as the liaison between the subcontractor, Procurement, and members of the Project Team (e.g., Engineering, Quality Control, Health and Safety) and other organizations to perform assigned duties and responsibilities to support assigned procurement actions. Specific duties include but are not limited to: *Approve Contract requisitions, Contract Change Requests (CCR), and invoices. *Perform subcontract management and administration in support of the Project Team including change management for scope, schedule and budget. *Investigates and resolves varied and complex disputes, concerns, and issues that may arise between buyers, subcontractors, and the Project Team. *Facilitate communication between the subcontractor and H2C regarding subcontractor performance and implement any corrections as necessary through requests for a change to the contract scope, schedule or budget. *Interfaces with the subcontractor and Finance/Accounting to resolve invoice questions. Work with H2C systems and processes to verify subcontractor submittal status and final resolution in support of contract closeout. *Provide oversight and administration of subcontracts in accordance with Procurement procedures and AIS qualifications. *Monitors the technical progress of the subcontract and reviews funding levels to ensure adequate funding remains to complete the current scope within the period of performance of the subcontract. *Support Procurement Specialist during negotiations with suppliers and subcontractors. *Performs invoice reviews to ensure pay requests are in accordance with technical and contract requirements, ensuring technical reviews are complete and sufficient backup documentation is attached to support payment of invoices from subcontractors. *Participate in procurement planning discussions including acquisition strategy development activities. *Participate in annual contract planning of current and new procurement actions with the Project Team to ensure continued support of H2C projects. *Implements, supports, and monitors procurement reporting systems to meet project requirements. *Other duties as assigned
Qualifications
Grade 16: Bachelor's degree (BA/BS) Business, Finance, Supply Chain Management, or other related discipline and three (3) years of related work experience or an equivalent combination of education and experience. Successfully completes the AIS Qualification within sixty (60) days of hire and maintains qualification accordingly. Grade 17: Bachelor's degree (BA/BS) Business, Finance, Supply Chain Management, or other related discipline and five (5) years of related work experience or an equivalent combination of education and experience. Successfully completes the AIS Qualification within sixty (60) days of hire and maintains qualification accordingly. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Compensation
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
