Hanford Tank Waste Operations & Closure (H2C) is seeking a Technical Specialist for the Construction Services organization. Specific responsibilities of the Technical Specialist include but are not limited to following activities: *Work independently to ensure adherence to technical policies and guidelines. *Makes decisions independently on engineering problems and methods and represents the department in conferences to resolve important questions and coordinate work. *Plans and conducts work requiring judgment in the independent evaluation, selection and substantial adaptation or modification of standard techniques, procedures, and criteria. *Manages fixed prices, time, and material contracts with a variety of subcontractors in multiple H2C facilities. *Routinely interfaces with subcontractor, Procurement and members of the Construction Project Team (e.g., Engineering, Quality Control, Health and Safety) as needed to perform assigned duties and responsibilities. *Become knowledgeable in the use of Asset Suite for development of compliant requisitions, Contract Change Requests (CCR), and review of invoices. *Assist with monitoring the progress and expenditures of the subcontract to ensure funding limitations or period of performance are not exceeded. *Supports Procurement Specialist with pre-bid questions, answers, and request for proposal (RFP) addendum. *Responsible for resolving contract issues with Procurement Specialist prior to the awarding of contracts. *Assist in providing day-to-day administration of subcontracts in accordance with Procurement procedures and Buyers Technical Representative (BTR) qualifications. *Assignments directed to this position are technically challenging, and frequently involve taking a leadership role (i.e. task team leader) in resolving and closing issues. Assignments may range from short term focused tasks to large, complex tasks requiring substantial time for resolution and closure. *Must be able to clearly and concisely communicate to peers and management. *Interfaces with other H2C organizations (ESH&Q, Procurement, Engineering, Operations) in the preparation, issuance, and performance of construction contracts for H2C. *Other duties as assigned.
Qualifications
Grade 20: Bachelor's degree (BA/BS) in a related field and 10 years related experience, or equivalent combination of education and/or experience. Successfully completes the BTR Qualification within sixty (60) days of hire and maintains qualification accordingly. Grade 21: Bachelor's degree (BA/BS) in a related field and a minimum of 12 years related experience, or equivalent combination of education and/or experience. Successfully completes the BTR Qualification within sixty (60) days of hire and maintains qualification accordingly. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Compensation
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
