Position Summary The Business Operations Manager provides senior-level leadership and management for the U.S. Department of Energy (DOE) Waste Isolation Pilot Plant (WIPP) Institutional Program. The position directs institutional relations, intergovernmental coordination, policy support, contractor oversight, cooperative agreements, budgets, emergency response training, stakeholder communications, and issue resolution related to the safe and efficient transportation and disposal of transuranic (TRU) waste. The role serves as a primary liaison among DOE Headquarters and field offices, the State of New Mexico, corridor states and tribes, regional state organizations, contractors, emergency response organizations, legislative leaders, and the public. The position operates with broad policy guidance and exercises substantial independent judgment in planning, designing, implementing, and evaluating complex institutional programs and first-of-a-kind WIPP program solutions. Responsibilities Develop, implement, coordinate, negotiate, and manage the WIPP Institutional Program, including cooperative agreements with the Midwest and Northeast Councils of State Governments, Southern States Energy Board (SSEB), Western Interstate Energy Board (WIEB), Native American tribes, the State of New Mexico, and other participating organizations. Serve as the primary institutional liaison with New Mexico state organizations, corridor states and tribes, state and local governments, tribal officials, legislative leaders, DOE organizations, contractors, and public stakeholders. Plan, organize, facilitate, and participate in consultation and coordination meetings, workshops, public meetings, hearings, forums, briefings, public information exchanges, and project conferences. Review national TRU waste management activities involving governmental entities and maintain awareness of WIPP activities to ensure the Institutional Program remains consistent with DOE policies, objectives, and mission requirements. Identify, analyze, and resolve complex issues affecting transportation and disposal system operations, including issues involving public health and safety, public acceptance, regulatory compliance, environmental protection, contractor performance, and program policy. Develop and guide institutional programs based on analysis of stakeholder comments on planning and operations documents, and participate in DOE task forces and working groups to provide policy input. Develop strategies for effective interaction and information exchange with state, local, and tribal officials; DOE field offices and contractors; regional organizations; emergency responders; and the general public. Coordinate with DOE Headquarters and field organizations, including the Office of Environmental Management Office of Transportation, Office of Civilian Radioactive Waste Management (OCRWM), Nuclear Energy, Environmental Restoration, other field offices, and DOE contractors. Manage projects and tasks involving institutional relations, issue resolution, policy support, engineering, radiological and public safety, environmental sciences, law, procurement, transportation, and contract management. Act as a key point of contact regarding transportation and disposal activities, emergencies and events, plans, policies, and institutional issues, including the mediation and resolution of controversial matters. Assess and monitor internal and external audits of TRU waste transportation carrier contractors for compliance with contracts; federal, state, local, and tribal regulations and requirements; and state and tribal agreements. Monitor contractors, provide direction on assigned projects and tasks, review contractor reports and deliverables, evaluate contractor performance, review invoices, negotiate changes, and perform Institutional Program Contracting Officer Representative functions. Prepare, propose, justify, defend, and manage the Institutional Program budget and related submissions to DOE Headquarters and other federal agencies. Analyze cooperative agreement budget submissions from regional state groups, states, tribes, and other organizations and recommend whether proposed costs are reasonable. Qualifications
Comprehensive knowledge of project management principles, methods, and practices, including project planning and control, budgeting, procurement, contracting, financial management, and the technical, administrative, and business aspects of institutional programs. Knowledge of National Transuranic Waste Program waste generation, treatment, transportation, and disposal activities and the roles of federal, state, tribal, and local governmental entities involved in those activities. Knowledge of emergency response requirements and processes sufficient to evaluate training for state, tribal, and local personnel involved in the transportation disposal system. Knowledge of Commercial Vehicle Safety Alliance (CVSA) Level VI requirements sufficient to evaluate violations issued to contract carriers. Knowledge of the organization, operation, and intergovernmental relationships of state and local government agencies and other governmental organizations, including applicable federal regulations. Knowledge of contract administration, including contractor performance evaluation, document and invoice review, change negotiation, deliverable oversight, and Contracting Officer Representative responsibilities. Ability to establish and maintain effective working relationships across varied levels of management and with congressional, state, local, tribal, contractor, technical, emergency response, and public stakeholders. Knowledge of professional speaking and briefing techniques sufficient to present TRU waste management issues to DOE stakeholders, senior DOE managers, state and local governments, tribal organizations, and public groups. Knowledge of quality assurance, safety, and security requirements associated with transportation of radioactive, hazardous, and mixed waste and materials. Ability to exercise independent judgment and ingenuity in adapting or developing guidance for unique, complex, and first-of-a-kind WIPP program challenges. Ability to communicate complex technical, administrative, policy, emergency response, transportation, and disposal information clearly to highly diverse audiences and to negotiate resolution of significant issues. Must be current in radiological response and dose projection certification training for service as a RAP Team Leader and subject matter expert. Ability and willingness to deploy nationwide or internationally in response to a radiological incident and to support radiological screening under the National Response Framework, as required. Ability and willingness to travel approximately 60% to 75% of the time for DOE site visits, transportation carrier terminal visits, meetings, conferences, and related official business. Ability to perform primarily sedentary office work and, during travel or field activities, tolerate extended standing, walking, bending, and irregular hours. Ability to conduct field visits in environments involving radioactive materials, hazardous chemicals, high explosives, and large industrial equipment while following required safety precautions. Preferred Qualifications Experience managing DOE, Carlsbad Field Office, WIPP, TRU waste transportation, institutional relations, cooperative agreements, or comparable federal nuclear waste programs. Experience working directly with DOE Headquarters and field offices, state and local governments, Native American tribes, regional state organizations, transportation carrier contractors, and public stakeholders. Experience planning and conducting public meetings, hearings, workshops, emergency response exercises, stakeholder briefings, and high-level intergovernmental conferences. Experience integrating technical, regulatory, public affairs, policy, budget, procurement, safety, quality assurance, security, and contractor oversight considerations in a complex federal program. Experience developing emergency response curricula, training materials, and field exercises for firefighters, emergency medical personnel, law enforcement, hospital personnel, and other first responders. Experience with the DOE-NNSA Radiological Assistance Program, National Response Framework Emergency Support Functions, radiological incident response, or dose projection activities. Education and Experience Candidates must demonstrate the depth of technical, programmatic, intergovernmental, emergency response, contract administration, budget, stakeholder engagement, and leadership experience necessary to independently manage the WIPP Institutional Program and perform the responsibilities described above.
