H2C seeks a Design Engineering & Compliance (DE&C) Manager. The DE&C Manager reports to the Engineering Services Manager within the Engineering & Innovation organization and is responsible for overall management of the Design Engineering, Design Services, Procurement Engineering, and Engineering Standards sub organizations. The DE&C Manager defines, documents, and communicates policies, objectives, performance measures, and management expectations to DE&C personnel. Working closely with the Engineering Services Manager, the DE&C Manager will play a key role in the refinement, streamlining, and simplification of the H2C design processes and procedures. The DE&C organization is responsible for the performance of internally managed design projects, design support to internal organizations, and has overall responsibility for development and management of the engineering design process including governing procedures and standards. The organization consists of multi-discipline engineers and designers performing design and providing design expertise to projects and modifications across Production Operations, Retrieval, and Direct Feed Low Activity Waste (DFLAW) activities. Responsibilities include * Manages and resolves technical issues related to design development, through tracking and reporting progress on all design tasks. * Prepares staffing plans, projections, identifies design-backlog, monitors progress, promotes design executed in-house. * Plans, schedules, conducts, and/or coordinates detailed phases of multi-discipline design, preparing scope of work, design criteria, man-hour estimates and schedules. * Ensure designs are developed in quality manner, compliant with requirements, procedures, on schedule, and within budgeted hours. * Coordinate with personnel in other departments, project managers and client personnel to review designs and resolve areas of concern. * Prepare staffing plans, projections, identifies work backlog, monitors progress, promotes compliance with applicable codes and regulations. * Leads, mentors, and develops subordinate design staff (Engineers, designers, project specialists and estimators). * Provides informal routine assessments of designer processes and products. * Perform routine administrative duties (weekly report input, TIS, TIS approval, staff meetings, routine training) * Addresses, resolves, closes AR/CRs and addresses oversight issues or findings * Ensure subordinate staff are meeting expectations for technical quality, schedule, and cost performance. * Ensure subordinate staff are meeting management's expectations in relation to ISMS and conduct. * Contributes to staff development and provides career guidance. * Maintain in-depth knowledge of applicable design and administrative process procedures and standards including drawing standards. * Identifies staffing needs and initiates requisitions for additional staff.

Qualifications

Grade 22: Bachelor's degree (BS) in Engineering or related discipline and 14 years of progressive experience. Grade 23: Bachelor's degree (BS) in Engineering or related discipline and 16 years of progressive experience Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

Compensation

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
