Duties
HMIS is seeking a highly skilled professional to support HMIS compliance with environmental regulations for dangerous waste and polychlorinated biphenyls (PCBs). This position is responsible for serving as the Subject Matter Expert (SME) providing key regulatory policy/guidance interpretation for the following areas: Resource Conservation and Recovery Act (RCRA) and Toxic Substances Control Act (TSCA). The SME role includes performing a lead role on HMIS and Hanford sitewide working groups. Perform as the key interface with Department of Energy Hanford Field Office (DOE-HFO), other Hanford contractors, and regulators. To be successful, the person occupying this position must be able to perform tasks with limited oversight, including but not limited to the following: * Preparing complex HMIS contract deliverables (e.g., annual Hanford Sitewide polychlorinated biphenyl (PCB) regulatory reports), ensuring that they are completed on schedule and meet all DOE and regulatory requirements. * Leading the Hanford site-wide annual PCB reporting activities; interacting with administrators and developers of the Hanford Site waste tracking database, other Hanford contractors, and DOE-HFO to supporting the annual reporting process. * Serving as interpretative authority for HMIS implementation of RCRA and TSCA regulations. * Evaluating federal and state rule changes to TSCA, RCRA, and Washington State dangerous waste regulations; performing regulatory rule-change reviews to determine impacts to HMIS line organizations and projects; providing technical support for maintaining relevant procedures to ensure accurate incorporation of regulatory changes. * Analyzing complex environmental issues; providing guidance on available regulatory implementation options along with the risks and implications associated with each course of action. * Collaborating with and supporting other HMIS SMEs in the Environmental organization and individuals in the Environmental Field Support group. * Establishing and maintaining a site presence to ensure regulatory compliance at HMIS dangerous waste accumulation areas and PCB storage areas. * Supporting Environmental Field Support and line organizations' HMIS Environmental Field Support and line organizations' compliance with the respective regulations through activities such as participating in regulatory inspections; conducting walkdowns, surveillances, and assessments: initiating procedural improvements, and providing training. * Identifying potential non-compliance issues and implementing continual process improvements, including early issue identification and correction, and the use and development of Lessons Learned and other feedback mechanisms. * Providing technical reviews of environmental training courses for HMIS and Hanford Site employees; reviewing statements of work, plans, procedures, reports, checklists, and forms. * As backup to key HMIS Environmental SMEs, supporting activities including Hanford Site Annual Dangerous Waste Reporting and RCRA Permitting activities.
Qualifications
* Bachelor's degree in science, engineering, or related field, plus a minimum of 5 years in environmental regulatory work. * Knowledge of environmental regulations related to RCRA and/or TSCA. Experience applying environmental requirements to operations. * Proven technical writing skills for environmental reports and documents. * Effective oral and written communication skills across diverse topics and audiences. * Ability to communicate and work collaboratively with multiple disciplines (Environmental Field Support, Operations, Performance Oversight, Project Management, DOE customer, etc.). * Strong organizational and time-management skills with the ability to manage multiple priorities. * Proficiency with standard office software and spreadsheets. * Strong Math and Calculation skills * Ability to obtain and maintain a Personal Identity Verification (PIV) Credential badge.
