Overview At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management. The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. Responsibilities Financial Coordinators play a pivotal role by providing business services throughout the entire project lifecycle—capture, planning, execution, and closeout—while ensuring alignment with organizational goals and compliance standards. Financial Coordinators combine financial acumen with analytical expertise. A Financial Coordinator succeeds by possessing or acquiring a number of skills: Provide financial and business coordination across the project lifecycle (capture/proposal, planning, execution, and closeout), applying standard principles, tools, and techniques under general oversight to support organizational goals and compliance requirements. Prepare and maintain project budgets, forecasts, accruals, and spend plans using established methods; analyze variances and trends and apply sound financial concepts to provide well-informed recommendations, seeking guidance as needed. Independently analyze and resolve moderately complex business services challenges with minimal guidance; use established methods to address less-defined issues, gather relevant information for escalation, and suggest potential solutions. Apply an understanding of how scope, schedule, and budget interact to assess business impacts and support project and operational teams in identifying appropriate actions. Support proposal development and submissions by gathering sponsor requirements, coordinating business inputs such as budget assumptions and statement of work elements, and collaborating with project teams and internal partners using established processes. Support cost estimating and pricing activities by applying established financial practices for direct and indirect costs, documenting assumptions, and seeking guidance on unfamiliar requirements. Prepare accurate financial reports and timely updates for project teams, operational teams, and directorates; contribute to drafting and reviewing financial and business documents for clarity, consistency, and alignment with organizational standards. Support procurement and subcontract actions, reconciliations, funding reviews, and closeout activities using established methods; identify resolution paths for common problems and suggest improvements to routine processes, with guidance as needed. Use tools such as Excel, Power BI, SharePoint, and internal financial/project systems to track and analyze data; apply intermediate business system knowledge to troubleshoot issues and improve routine workflows. Maintain frequent, proactive communication with project teams, operations staff, and internal partners, with occasional interaction with external stakeholders; build relationships, seek collaboration and mentorship, and contribute to problem-solving discussions with an understanding of how team responsibilities affect other teams and stakeholders. Qualifications Minimum Qualifications: BS/BA or higher -OR- AA degree and 10 years of relevant financial -OR- HS/GED and 12 years of relevant financial experience. Qualifying experience in financial support of budget management, financial analysis, and tracking & reporting of cost and spend may be considered. Preferred Qualifications: Previous or current Financial Coordinator/Project Coordinator (or similar) experience. Experience supporting business services in a federal research, national laboratory, government contracting, or academic research environment, with familiarity with sponsor-driven compliance, reporting, and financial management expectations. Experience in business services including finance, project controls, and/or contracts, supporting multiple projects or a portfolio, including work across the project lifecycle. Proficiency using Power BI, Excel, and SharePoint, along with the ability to learn and effectively use internal enterprise financial/project systems for tracking, analysis, and reporting; capable of basic-to-intermediate troubleshooting and identifying opportunities to streamline routine processes. Strong verbal and written communication skills, including preparing clear project financial updates for internal stakeholders and (as needed) external sponsors. Hazardous Working Conditions/Environment Not applicable. Additional Information This position requires the ability to obtain and maintain a federal security clearance. A security clearance background investigation includes review of your employment, education, financial, and criminal history, as well as interviews with you and your personal references, neighbors, and co-workers to determine trustworthiness, reliability, and loyalty to the United States. The investigation also examines your foreign connections, drug and alcohol use, foreign influence, and overall conduct. Requirements: U.S. Citizenship Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B. Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the applicant selected for hire is subject to pre-employment drug testing, and post-employment random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP). Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy if non-use of illegal drugs, including marijuana, for 12 months cannot be demonstrated. Testing Designated Position This position is a Testing Designated Position (TDP). Security, Credentialing, and Eligibility Requirements As a national laboratory, PNNL is responsible for adhering to the Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which require new employees to obtain and maintain a HSPD-12 Personal Identify Verification (PIV) Credential. To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation). Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws. For foreign national candidates: If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) Federal risk determination to maintain employment. Once you meet the three-year residency requirement thereafter, you will be required to obtain a PIV credential to maintain employment. The tier of federal background investigation required to obtain the PIV credential will be determined by job duties at the time you become eligible for the PIV credential. Minimum Salary USD $27.50/Hr. Maximum Salary USD $40.38/Hr.
