Overview At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our Science & Technology directorates include National Security, Earth and Biological Sciences, Physical and Computational Sciences, and Energy and Environment. In addition, we have an Environmental Molecular Sciences Laboratory, a Department of Energy, Office of Science user facility housed on the PNNL campus. The Energy and Environment Directorate delivers science and technology solutions for the nation’s biggest energy and environmental challenges. Our more than 1,700 staff support the Department of Energy (DOE), delivering on key DOE mission areas including: modernizing our nation’s power grid to maintain a reliable, affordable, secure, and resilient electricity delivery infrastructure; research, development, validation, and effective utilization of renewable energy and efficiency technologies that improve the affordability, reliability, resiliency, and security of the American energy system; and resolving complex issues in nuclear science, energy, and environmental management. T he Earth Systems Science Division , part of the Energy and Environment Directorate, provides leadership and solutions that advance Earth system opportunities for energy systems and national security. We are a multidisciplinary division connected by a shared commitment to innovate and collaborate towards solving complex problems in the dynamic Earth system. Responsibilities The Risk and Environmental Assessment Group solves hard real-world problems in the areas of national security, environmental responsibility, and energy reliability. Our team uses innovative quantitative risk management techniques to make our nation safer and stronger. We support decision makers by providing risk-based recommendations based on innovative decision analysis tools. Our projects give us the opportunity to work side-by-side with world class scientists and engineers, and interface with subject matter experts in a variety of fields. We are seeking early to mid-career risk analysts who are curious, creative, and motivated to work with us on a variety of programmatic risk projects, preferably with demonstrated experience in programmatic risk management and/or project management. The successful candidate will use their expertise in project/risk management to have sufficient depth of understanding of uncertainty methods to be comfortable applying them to one or more applications, including risk, nuclear energy, cyber security, climate change, national security, natural systems, human factors, renewable energy, regulatory compliance, and complex engineered systems. This Level 3 position is based on a candidate having conceptual knowledge and practical experience in project or risk management, so is able to use best practices to improve products. The candidate will use existing solutions to solve complex problems, seek out collaborative opportunities, provide mentoring to younger staff, and has the ability to lead smaller projects. The successful candidate will be responsible for: Conducting qualitative and semi-quantitative risk analysis and using risk assessment results to provide recommendations to decision makers. Assisting project managers to identify risks, developing appropriate risk characterizations, consulting with subject matter experts to construct handling plans, and conducting regular reviews to update risk information. Working independently with little to no oversite and providing mentoring to junior staff. Developing or contributing to technical risk-related products within the required level of quality, timeliness, and cost guidelines provided by the project manager. Publishing research and/or participating in professional activities that advance the reputation of PNNL as a premier S&T institution. Effectively communicating uncertainty concepts and results, including contributing to the preparation of high-quality presentations, reports, and papers. Qualifications Minimum Qualifications: BS/BA and 5 years of relevant experience -OR- MS/MA or higher and 3 years of relevant experience Preferred Qualifications: Degree in a technical field such as Engineering, Operations Research, Statistics, or Economics. Certification in Risk Management. Knowledge of and practical experience in use of quantitative risk models. Knowledge of and practical experience in analysis methods including expert elicitation methods, Monte Carlo analysis, and decision tools. The successful candidate will have a broad range of skills and familiarity with several of the following areas: probability, statistics, decision analysis, risk analysis, modeling and simulation, Multi-Criteria Analysis, and mathematical modeling. Past performance must demonstrate attributes of being self-motivated and self-directed. In addition to analytical skills, a successful candidate will have excellent written and oral communications skills and experience in preparing, reviewing, and presenting the results of complex technical reports and recommendation to management. Familiarity with SharePoint, Power Apps, Power BI, Python, Git/GitHub, or other automation/workflow software programs and/or system development tools. Hazardous Working Conditions/Environment Not Applicable Additional Information This position requires the ability to obtain and maintain a federal security clearance. A security clearance background investigation includes review of your employment, education, financial, and criminal history, as well as interviews with you and your personal references, neighbors, and co-workers to determine trustworthiness, reliability, and loyalty to the United States. The investigation also examines your foreign connections, drug and alcohol use, foreign influence, and overall conduct. Requirements: U.S. Citizenship Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B. Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the applicant selected for hire is subject to pre-employment drug testing, and post-employment random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP). Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy if non-use of illegal drugs, including marijuana, for 12 months cannot be demonstrated. Testing Designated Position This position is a Testing Designated Position (TDP). To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation).
