Hanford Tank Waste Operations & Closure (H2C) delivers exceptional performance in safely removing, treating, and disposing of tank waste. H2C leads the nation's largest and most complex radioactive waste cleanup, including closure of the legacy waste tanks at Hanford containing 56 million gallons of radioactive and chemical waste. The Procurement Specialist, solicits, negotiates, places, and administers subcontracts/purchase orders for the purchase of goods and services. Ensures appropriate fiscal responsibility is maintained and required policies, procedures, codes, standards, and federal regulations are properly adhered to and translated into legally binding contractual documents to protect and minimize the exposure of government and company liability, monetary and property loss, litigation, and disputes. Other duties may include: *Typical delegation of Authority Range: $0-250K. *Effects procurement plans, negotiates and administers subcontracts/purchase orders to include pre-planning, RFP, source selection and milestones, subcontract type, scope of work, analysis, award, post award concerns, terms and conditions, change notices, audits, timely renewals, expirations, innovations, resolution of problems, and 100% compliance with the terms and conditions of invoices submitted. *Awards and administers major Basic Ordering Agreements, Fixed Price Subcontracts/Purchase Orders, and Cost type Procurements. *Provides leadership and serves as a resource to less experienced personnel. *Orients buyers to necessary skills and strategies related to procurement and directs the activities of buyers as assigned. *Identifies, plans, and approves procurement actions. Develops strategies and negotiations consistent with company prime contract requirements, procurement department procedures, and Department of Energy directives. *Facilitates and implements corrective actions for supplier quality and delivery problems. *Performs feasibility studies, cost/price analyses, and close outs of subcontracts/purchase orders. *Prepares contractual documents and correspondence (internal and external) to ensure compliance with all Federal laws as well as prime contract flow-downs. *Facilitates and records subcontract/purchase order progress meetings. *Performs reporting, including but not limited to, statistical, weekly performance, and open requisition. *Coordinates subcontract/purchase order activity between Engineering, Receiving, Accounts Payable, Quality Assurance, supplier, and end user *Other duties as assigned.

Qualifications

Grade 16: Bachelor's degree (BA/BS) in Business, Finance, Supply Chain Management, or other related discipline: and Three (3) years relevant experience or equivalent combination of education and/or experience. Grade 17: Bachelor's degree (BA/BS) in Business, Finance, Supply Chain Management, or other related discipline: and Five (5) years relevant experience or equivalent combination of education and/or experience. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased. Grade 18: Bachelor's degree (BA/BS) in Business, Finance, Supply Chain Management, or other related discipline: and Seven (7) years relevant experience or equivalent combination of education and/or experience. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

Compensation

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
