Hanford Tank Waste Operations & Closure (H2C) delivers exceptional performance in safely removing, treating, and disposing of tank waste. H2C leads the nation's largest and most complex radioactive waste cleanup, including closure of the legacy waste tanks at Hanford containing 56 million gallons of radioactive and chemical waste. H2C is seeking a Procurement Specialist for Subcontract Administration. The Subcontract Administrator plays a critical role in ensuring that service acquisitions are executed efficiently, compliantly, and in a manner that protects both the company and the government. The position manages the full lifecycle of subcontract activities. Specific duties will include but are not limited to the following: *Develop procurement strategies aligned with company requirements, Department of Energy (DOE) directives, and prime contract flow-downs. *Prepares and issues Requests for Proposal (RFPs), conducts pre-solicitation planning, and pre-proposal conferences while being the sole point of contact during the solicitation process. *Performs source selection activities, evaluates supplier proposals, and ensures competition requirements are met to achieve best-value procurement outcomes. *Negotiates pricing, terms and conditions, subcontract types, and performance milestones with Subcontractor companies to ensure compliance, cost-effectiveness, and risk mitigation. *Formalizes subcontract awards—including Blanket Agreements, Fixed-Price arrangements, and Cost-Type procurements ensuring all contractual documents accurately reflect negotiated outcomes and required regulatory language. Administrative oversight, including: *Monitoring subcontractor performance against commercial requirements including compliance with the terms and conditions, providing participation/support to internal audits, reporting requirements, insurance, invoicing, and certifications. *Facilitating and documenting regular subcontract progress meetings and coordinating resolution of performance or delivery issues. *Supporting cross-functional coordination with Engineering, Quality Assurance, Safety, Accounts Payable, and other stakeholders to ensure smooth execution of subcontract activities. *Manages subcontract changes, including change notices, change order requests, and amendments related to scope, schedule, funding, or terms. *Ensures all changes are evaluated for cost/price impact, reasonableness, and regulatory compliance before approval and execution. *Maintains meticulous contractual documentation to support contractual performance from award to closeout. *Ensures all subcontract actions adhere to federal regulations—such as the FAR and DOE Acquisition Regulations—through full implementation of internal company policies, guides, and best practices. *Ensures records management requirements are met, including proper storage of contractual documents in systems such as IDMS. *Serves as the primary point of contact for subcontractors throughout the subcontract lifecycle. *Facilitates corrective actions for supplier quality, safety, schedule, or delivery issues. *Maintains constructive relationships that support successful subcontractor performance and continuous improvement. *Provides guidance and direction to less experienced procurement personnel. Other duties may include: *Typical delegation of Authority Range: $0-250K. *Identifies, plans, and approves procurement actions. Develops strategies and negotiations consistent with company prime contract requirements, procurement department procedures, and Department of Energy directives. *Facilitates and records subcontract progress meetings. *Other duties as assigned.
Qualifications
Grade 16: Bachelor's degree (BA/BS) in Business, Finance, Supply Chain Management, or other related discipline; and Three (3) years relevant experience or equivalent combination of education and/or experience. Grade 17: Bachelor's degree (BA/BS) in Business, Finance, Supply Chain Management, or other related discipline; and Five (5) years relevant experience or equivalent combination of education and/or experience. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased. Grade 18: Bachelor's degree (BA/BS) in Business, Finance, Supply Chain Management, or other related discipline; and Seven (7) years relevant experience or equivalent combination of education and/or experience. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Compensation
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
